Policy dialogue on Cross-border trade facilitation

On March 2nd in Dong Ha city, People’s Committee of Quang Tri Province and the Savannakhet Province held the Policy dialogue on Cross-border trade facilitation between Quang Tri Province of Vietnam and Savannakhet Province of Lao PDR. Mr. Nguyen Quan Chinh, Vice Chairman of the People’s Committee of Quang Tri Province and Mr. Thonkeo Phoutthakaiyalath, Deputy Governor of Savannakhet Province together with Mr. Watcharas Leelawath, Director of Mekong Institute chaired the conference.
According to agreements made in the first dialogue in Sepon district in 2016, Quang Tri Province and Savannakhet Province conduct the second dialogue to discuss the details of cooperation issues between the two Provinces, reach an consensus and signed the memorandum of understanding as a basis for the implementation of mechanisms and policies, creating favorable conditions for traders and people along the border between the two Provinces, contributing to the trade development of the two countries in particular and of the East - West Economic Corridor in general. In order to promote the development of trade during 2017 – 2019, the both sides have reach the agreement on many key issues, including the reduction or elimination of cross – border trade fees and charges; the reduction or elimination of unnecessary checkpoints; the enhancement of the cross – border trade support together with the cooperation in developing the mechanisms for the commodities trading implementation of people along the border; the enhancement of directing related functional forces to improve the quality of public services, facilitate the inspection and supervision of import and export goods, especially agricultural products.
Closing the dialogue, Mr. Nguyen Quan Chinh, Vice Chairman of People's Committee of Quang Tri Province expressed his thanks to the Government and authorities of Savannakhet and the Mekong Institute for their efforts in boosting the cross – border trade between Quang Tri and Savannakhet Provinces. In order that the agreements in the memorandum of cooperation come into reality, Quang Tri Province proposed Savannakhet Province to direct the relevant agencies, departments and localities of each province to effectively implement the signed contents; to direct the forces to minimize stopping means of transporting goods for inspection on the National Route 9 of the two Provinces. Mr. Nguyen Quan Chinh also requested the Mekong Institute to continue strengthening their support and coordination with relevant stakeholders to implement the contents in order to create favorable conditions for localities in the East - West Economic Corridor in general and for the two Provinces in particular.
