Quang Tri: Developing “green” industrial zones towards Net Zero

In recent times, Quang Tri has promptly implemented many solutions to develop low-emission industries associated with environmental protection towards a green, sustainable economy.
Quang Tri province is implementing the National Strategy on Climate Change for the period up to 2050, which outlines the vision, goals and mitigation measures in key areas, towards the goal of net zero emissions - “Net Zero”. As a locality with great potential for industrial development, Quang Tri aims to prioritize the development of the industrial sector towards green industry with modern green industrial zones and ecological industrial zones.
According to the People's Committee of Quang Tri Province, in the trend of sustainable development and global environmental protection, Quang Tri Province has clearly identified the orientation of green industrial development as one of the strategic focuses. This is not only an urgent choice to minimize negative impacts on the environment, but also an opportunity for the province to create long-term economic value and improve the quality of life for the people.
The province currently has 02 Economic Zones (EZs) and 03 Industrial Parks (IZs) including: Lao Bao Special Economic - Trade Zone, Southeast Quang Tri Economic Zone, Dong Ha Southern Industrial Park, Quan Ngang Industrial Park, Ho Xa Industrial Park and 17 industrial clusters.
On September 6, 2023, the People's Committee of Quang Tri province issued Decision 2019/QD-UBND on the action plan to respond to climate change in Quang Tri province until 2030, with a vision to 2050. The plan was issued with the goal of helping Quang Tri proactively and effectively adapt, reduce vulnerability, loss and damage caused by climate change, and actively contribute to Vietnam's goal of achieving net emissions of "0" by 2050.
To achieve this, the province always encourages new investment projects and invested projects to convert and apply technologies, production processes, and services that emit less greenhouse gases and participate in cooperation mechanisms and methods on greenhouse gas emission reduction in accordance with the provisions of law and its conditions and operations.
Along with that, the province aims to rationally and effectively exploit unused land, alluvial land along rivers and seas for forest development, green trees in urban areas and industrial parks. The province will promote urban and industrial park development according to a circular model, ensuring land funds for the development of inter-regional and inter-provincial waste treatment and recycling areas.
For the field of industrial processes and industrial product use, Quang Tri proposes solutions to apply cleaner production to save chemicals, energy, clean water and minimize waste for all industrial production sectors; prioritize reducing greenhouse gas emissions in the steel and cement industries.
The province also reviews, revises and supplements development plans for the period 2021 - 2030, with a vision to 2050 in accordance with the goals of the National Strategy on Climate Change for the period up to 2050, compatible with local practical conditions; Encourage high-tech industries that use low-carbon energy.
According to VCCI's assessment, the Provincial Green Index (PGI) in 2023 of Quang Tri province reached 19.08 points. Compared to the survey results in 2022, Quang Tri increased by 5.59 points.
Quang Tri focuses on reducing environmental pollution by supporting enterprises in deploying clean production technologies and reducing emissions. The province also aims to significantly improve the scores of related components in 2024. Initiatives such as applying recycling technology and renewable energy have been implemented, especially in mountainous areas and key economic zones.
The provincial government has introduced a number of incentive policies to encourage businesses to adopt environmentally friendly production models. These include financial support, information sharing and green technology transfer. The province aims to increase its business support service score in the coming time.
Quang Tri is committed to promoting administrative procedure reform to reduce costs and time for businesses. At the same time, the province is actively applying digital technology to effectively manage the environment and enhance transparency in monitoring activities.
