On April 25, 2025, the People's Council of Quang Tri Province approved Resolution No. 26/NQ-HDND on the policy of reorganizing commune-level administrative units in the province.
Through this resolution, Quang Tri Province officially adopts the policy of reorganizing its commune-level administrative units, representing a concrete step toward implementing the national directive of streamlining the political-administrative system to operate more effectively and efficiently. This restructuring aims to optimize resources, maximize development potential and advantages, expand development space, strengthen regional linkages, attract investment, and create new growth drivers while promoting economic restructuring.

According to the resolution, after eliminating the district-level administrative tier and implementing a two-tier local government system, Quang Tri Province will consist of 36 communes/wards and 1 special administrative zone, reducing 83 commune-level units — a 69.74% decrease. The administrative boundaries will also be adjusted to better reflect natural conditions, population distribution, and new development requirements.
Specifically: Vinh Linh District: from 18 units to 5 communes; Gio Linh District: from 14 units to 4 communes; Cam Lo District: from 8 units to 2 communes; Dakrong District: from 13 units to 5 communes; Huong Hoa District: from 21 units to 7 communes; Dong Ha City: from 9 wards to 2 wards; Trieu Phong District: from 16 units to 5 communes; Quang Tri Town: from 5 units to 1 ward; Hai Lang District: from 15 units to 5 communes; Con Co Island District: to be converted into Con Co Special Administrative Zone
To implement this resolution, the Provincial People's Council assigned the Provincial People's Committee to finalize documentation and submit it to competent authorities for review and approval. The Committee is also directed to integrate planning across localities in alignment with the restructuring strategy, focusing on spatial reorganization and balanced resource distribution to fully leverage each area's potential while avoiding localism or regional disparities.
Furthermore, the Standing Committees, relevant departments of the People's Council, Council delegates, and the Vietnam Fatherland Front Committee of Quang Tri Province are tasked with supervising the implementation of this resolution.
