The Vice Chairman of the Provincial People's Committee Le Duc Tien inspects Power Transmission Connection for Wind Power Projects

On April 3, 2026, the Vice Chairman of the Provincial People’s Committee, Le Duc Tien, conducted a field inspection of the power transmission connections at the Huong Tan 220kV Substation, serving wind power projects in the communes of Khe Sanh, Huong Phung, and Lao Bao. Accompanying him were representatives from relevant departments and agencies, as well as the investors of wind power projects.

At the inspection site, a representative of the Department of Industry and Trade reported that the Huong Tan 220kV transmission line and its substation are integral components of the Phong Lieu Wind Power Plant Project, invested by Phong Lieu Wind Power JSC. The transmission line has a total length of approximately 10.64 km, connecting the Huong Tan 220kV Substation to the Lao Bao Substation.
According to Decision No. 768/QD-TTg dated April 15, 2025, issued by the Prime Minister approving the revised Power Development Plan VIII, a total of nine wind power projects are planned to be connected to the Huong Tan 220kV Substation. These include LIG Huong Hoa 1 and 2, TNC Quang Tri 1 and 2, Quang Tri Win 1 and 2, Phuc Thanh An Quang Tri, Phuc Thanh An Vinh Phuc, and the Phong Lieu expansion project.

To date, six projects have been approved by the Provincial People’s Committee for investors, while the remaining three are currently undergoing the investor approval process. In order to meet connection demands, it is necessary to invest in expanding five 35/220kV bays and one 110/220kV bay at the substation.
However, the implementation process still faces several challenges, including a lack of consensus among projects regarding connection and shared infrastructure investment plans, as well as potential overlapping impacts that may reduce electricity output. In addition, land clearance has been progressing slowly due to disagreements from some households over compensation plans.

Following the field inspection, Vice Chairman Le Duc Tien directed the Department of Industry and Trade to urgently select a qualified consulting unit to review and design an overall connection scheme, ensuring investment efficiency and system optimization. He also emphasized the need to promptly implement directives of the Provincial People’s Committee related to transmission infrastructure development.

Furthermore, investors were requested to enhance coordination, reach consensus on shared investment items, and align on technical solutions for substation connections. Relevant departments, agencies, and local authorities were tasked with working closely with investors to develop and implement a unified and well-defined land clearance process, ensure compliance with legal regulations, and promptly resolve bottlenecks to avoid delays affecting overall project progress.
