On January 20, 2025, at the office of the Quang Tri Provincial People's Committee, Vice Chairman of the Quang Tri Provincial People's Committee Le Duc Tien chaired a working session with the Vietnam - Czech Technology Alliance and the Czech Minerals Association CDT to discuss ideas for implementing projects in the province. At the meeting, Mr. Tran Van Minh - Chairman of the Vietnam - Czech Technology Alliance proposed a number of cooperation activities with Quang Tri province, including the construction of the Roli Quang Tri cement factory; establishment of the Vietnam - Czech trade promotion center; construction of a research, application and production area for new materials; cooperation with Sekong Company - Phonesack Group (Laos) in the construction of conveyor belts, Highway D15 and My Thuy wharf; proposed that the province send an official dispatch to the School of Interdisciplinary Sciences and Arts - VNU on the project of land reclamation from peat - Smart Organic; negotiation on the goal of building the province into a research and development center to become a center for new materials nationwide.

Based on the proposals of the Vietnam - Czech Technology Alliance and the Czech Minerals Association CDT, representatives of the Departments, Authorities and sectors of Quang Tri province informed about the potential and strengths of the locality so that investors can visualize the overall picture of the province.
Accordingly, Quang Tri has the advantage of being located on the country's major traffic routes: the East-West economic corridor (HW9), the North-South route. The two above traffic axes, with the focus on Quang Tri province, have created a balanced and favorable economic triangle of the region, optimally shortening the time and distance of goods transportation. Quang Tri province is connected to the neighboring airport and seaport systems by synchronous and modern traffic systems that have been and are being invested in. In addition, compared to the two ends of the country, the locality still has favorable land for development, the natural ecosystem is almost intact, not much exploited.
In particular, regarding the proposal for the Roli Cement Factory Construction Project, the representative of the Department of Construction said that Decision No. 1488/QD-TTg dated August 29, 2011 of the Prime Minister approving the Vietnam Cement Industry Development Plan for the period 2011-2020 and orientation to 2030 has now expired. According to Decision No. 1626/QD-TTg dated December 15, 2023 of the Prime Minister approving the Plan for exploration, exploitation, processing and use of minerals as construction materials for the period 2021-2030, with a vision to 2050, Quang Tri province does not have a list of mines planned for raw materials for cement production. Therefore, in order to study investment, investors need to consider implementing related procedures to supplement the plan for exploration, exploitation, processing and use of raw materials for cement production. Recognizing the province's advantages in transportation, trade and construction materials, Mr. Tran Van Minh - Chairman of the Vietnam - Czech Technology Alliance said that Quang Tri has the potential to become a material center of the whole country. The Czech Republic currently holds the world's top technologies, based on the actual situation of the locality, he hopes to bring suitable European technology to Vietnam and specifically Quang Tri in the soonest time.

Concluding the meeting, Vice Chairman of Quang Tri Provincial People's Committee Le Duc Tien highly appreciated the proposals of the Vietnam-Czech Technology Alliance and the Czech Minerals Association CDT on project proposals in the province. Today's meeting is the first step for Quang Tri province and the Alliance to cooperate and research on the possibility of transferring European technology and realizing other projects in the province in the future, especially research, application, production of new materials, and effective exploitation of local sand and titanium resources. At the same time, the Provincial Investment, Trade and Tourism Promotion Center, the Department of Construction, and the Department of Industry and Trade were assigned to support investors in researching fields and preparing contents to report to provincial leaders.
