Quang Tri: Reforming administrative procedures to improve PCI ranking

Quang Tri Province defines administrative reform as a daily, long-term task and an ongoing journey with no end point, aimed at ensuring the best possible service for the people and enterprises.

Enhancing transparency and accountability
In recent times, administrative reform has been identified as one of the key, ongoing, and continuous tasks in Quang Tri Province. Leaders and authorities at all levels have consistently paid attention to and provided strong direction, from the development of resolutions and plans related to implementation to monitoring and supervision. The province has focused on building and developing e-government and digital government, applying information technology, and digital transformation across all sectors to enhance transparency and accountability, creating favorable conditions for people and organizations.
According to Mr. Lê Hữu Phước, Deputy Director of the Provincial People's Committee Office and Director of the Quang Tri Province Public Administrative Service Center, the application of information technology in receiving and processing administrative procedure results across the province has helped ensure compliance with deadlines, reduce paperwork and unnecessary processes, improve the effectiveness of government administration, and enhance transparency. This, in turn, allows citizens and businesses to monitor the progress of their submitted documents and provide feedback on delays from government agencies.
It is known that the Quang Tri Province Public Administrative Service Center always sets the attitude of serving citizens and businesses as a standard, using the effectiveness of receiving and processing documents on the Administrative Procedure Resolution System to measure quality. As a result, it contributes to innovating and enhancing the operational capacity of government agencies, improving the competence and responsibility of civil servants, and increasing the satisfaction of citizens and enterprises.
In 2023, out of a total of 319,021 administrative procedure dossiers received on the Quang Tri Province's administrative procedure resolution system, the rate of cases resolved ahead of or on time reached 99.63%. Similarly, in the first quarter of 2024, the rate reached 99.75%. This reflects the significant efforts of the government system, from the provincial to grassroots levels in Quang Tri.

The Chairman of the People's Committee of Quang Tri Province, Vo Van Hung, stated that the provincial government always pays close attention, supports, and creates favorable conditions for businesses to stay updated on macroeconomic situations, changes in the legal environment, investment incentives, administrative procedures, land planning, etc. This ensures that businesses can easily access and seize opportunities for making crucial investment decisions. The province will continue to implement solutions to improve the business investment environment, with a focus on administrative reforms as an ongoing, long-term effort. This is a journey without an end point and requires the participation of the entire political system, civil servants, and public employees.
To effectively implement administrative reform, the Chairman of Quang Tri Province requires all units to continue enhancing the capacity, professional expertise, and ethical standards of civil servants and public employees. Efforts should be made to further innovate and improve the effectiveness of administrative reform communication across all sectors through various solutions. Additionally, it is essential to strengthen inspection and supervision activities to promptly address and handle any issues of harassment or inconvenience caused to citizens and businesses in the process of administrative procedures.
Continuing to implement the one-stop and interlinked one-stop mechanisms in resolving administrative procedures; strongly promoting the application of information technology in administrative procedures, and providing online public services. The province will continue to develop, operate, and enhance the effectiveness of the Provincial Public Service Portal and the electronic one-stop information system in the upcoming period.
Determined to improve the PCI (Provincial Competitiveness Index).
According to Mr. Truong Chi Trung, Director of the Department of Planning and Investment of Quang Tri Province, in order to improve the PCI (Provincial Competitiveness Index) score and ranking of Quang Tri Province towards the goals outlined in the Resolution of the 17th Provincial Party Congress (2020-2025 term), the province aims to place its PCI within the group of provinces and cities with good governance quality nationwide. The objective is to create a truly transparent, clear, dynamic, and favorable business environment for economic participants, attracting investment, developing businesses, and ensuring the province’s sustainable socio-economic development in the next stage. Quang Tri will focus on implementing specific, key solutions to achieve this goal.
 Resolving administrative procedures for citizens at the Public Administrative Service Center of Quang Tri Province.
 
The province actively participates in regional linkages to create conditions for leveraging the development of neighboring provinces and cities, such as Hue, Quang Binh, Da Nang, etc. The province will continue to closely follow the approved provincial planning and develop growth directions, shifting from attracting investment to attracting high-quality investment capital.
The heads of departments, agencies, and the Presidents of People’s Committees of districts, towns, and cities must seriously grasp, direct, and organize the implementation of comprehensive solutions to effectively address and prevent harassment and inconvenience to citizens and businesses in the resolution of administrative tasks, in accordance with Directive No. 10/CT-TTg dated April 22, 2019, from the Prime Minister. They should be proactive and exemplary in supporting and accompanying businesses, flexibly and creatively solving tasks, and creating a dynamic and transparent business environment. Additionally, they need to improve the quality of guidance on business dossiers and administrative procedures, ensuring compliance with regulations.
Publicly disclose and provide information and support for enterprises. Improve the effectiveness of business support services, especially for small and medium-sized enterprises. Focus on advisory and training solutions based on the needs of businesses, including topics on business restructuring, finance, human resources, market access, risk management, digital transformation, participation in sustainable value chains, administrative procedures, and more.
The focus is on publicly posting and transparently disclosing administrative procedures (AP), especially those related to land, investment in construction, and business. Enhance the quality of implementing the one-stop and interlinked one-stop mechanisms, modernizing the one-stop system. Continue the effective operation of the Special Task Force led by the Chairman of the Provincial People's Committee to resolve difficulties and obstacles, and support businesses, investors, and investment projects in the province, in accordance with the Prime Minister's direction in Resolution No. 50/NQ-CP dated April 8, 2023.
Additionally, regularly organize meetings and dialogues with enterprises to promptly address difficulties and obstacles, while integrating the dissemination and communication of legal regulations, as well as the policies and strategies of the Party and the State. Strengthen coordination between departments, agencies, local authorities, and units in resolving administrative procedures for citizens and businesses. Continue to improve the quality and practical skills of the workforce to meet the production needs of enterprises.
At the same time, minimize the number of inspections and checks on businesses, including industry-specific inspections. Enhance the quality and effectiveness of public service operations and the discipline and administrative conduct of civil servants, public employees, and the workforce. Treat businesses fairly and impartially, without discrimination or favoritism between large and small enterprises.
In 2023, the PCI (Provincial Competitiveness Index) of Quang Tri Province reached 63.23 points, an increase of 1.97 points compared to 2022. Among the 10 component indicators of the PCI, 5 indicators improved, including: Market Entry Index; Land Access; Business Support Services; Transparency; and Labor Training. Meanwhile, 5 indicators declined, including: Time Costs; Informal Costs; Fair Competition; Government Dynamism; and Legal Structure and Public Order.
