PCI Quảng Trị: Administrative reform - A "lever" to attract investment

Quang Tri province has conducted thorough and in-depth research, laying a solid foundation to capitalize on the incoming wave of investment.
In recent years, Quang Tri province has consistently focused on achieving breakthroughs through administrative reforms, shifting from a governance-oriented administration to a service-oriented one, creating the safest and most favorable business environment for investors. Accordingly, provincial leaders have consistently provided strong direction in accelerating administrative reform efforts, with a focus on improving administrative procedures to ensure the satisfaction of the people and enterprises.
Determined to improve
In 2023, the Provincial Party Committee issued several directives on implementing tasks and solutions related to administrative reform, improving the business environment, and enhancing the competitiveness of Quang Tri province. These include Action Program No. 58-CTr/TU dated March 31, 2023, by the Provincial Party Committee's Executive Board (Term XVII) to implement Resolution No. 26-NQ/TW dated November 3, 2022, by the Politburo on socio-economic development and ensuring national defense and security in the North Central and Central Coastal regions by 2030, with a vision to 2045. Another important document is Directive No. 35-CT/TU dated December 11, 2023, by the Standing Committee of the Provincial Party Committee, strengthening the leadership of party committees at all levels in administrative reform, improving public service responsibility, and contributing to the improvement of the provincial competitiveness index.

In addition, following the directives from the Government, the Provincial Party Committee, and the Party Committee of the Provincial People's Committee, the Provincial People's Committee has directed departments, sectors, and localities to seriously implement solutions and policies to support and develop entreprises, improve the investment and business environment, and promote policies for supporting enterpises and startups.
As a result, the province has been evaluated by the people and businesses as having made significant improvements in administrative reforms. In 2023, Quang Tri's PAR INDEX score reached 86.25/100, ranking 41st out of 63 provinces and cities, an increase of 11 positions compared to 2022. The satisfaction index of citizens with the services provided by state administrative agencies (SIPAS) in 2023 was 79.46%, ranking 53rd out of 63 provinces and cities, an increase of 2 positions compared to 2022. The PAPI 2023 score for Quang Tri was 42.7705, ranking 26th out of 63 provinces and cities, an increase of 11 positions compared to 2022.
According to the 2023 PCI Index assessment by VCCI, Quang Tri province achieved a total score of 63.23 points, an increase of 1.97 points compared to 2022. Among the 10 PCI sub-indicators, Quang Tri saw improvements in 5 indicators, including: Market Entry Index, Land Access Index, Business Support Services Index, Transparency Index, and Labor Training Index.
In addition, there are 5 indicators that have not improved and saw a decrease in scores, including: Time Cost Index, Informal Cost Index, Equal Competition Index, Provincial Government Dynamism Index, and Legal and Security System Index. This reflects ongoing issues in administrative procedure handling, with few initiatives on administrative reform implemented across the province; informal costs continue to rise; the business environment's fairness has been rated lower by businesses; investment capital disbursement remains slow; and the level of investment attraction is still limited compared to the province's potential.
Chairman of the Quang Tri Provincial People's Committee, Võ Văn Hưng, stated that administrative reform (CCHC) is an investment for sustainable development. He urged sectors and units to focus on strong leadership, implement solutions to address limitations and bottlenecks, and proactively research or adopt new initiatives and effective models to apply, creating breakthroughs in administrative reform. He also emphasized the importance of instructing subordinates to strictly coordinate in handling administrative procedures and addressing investor and business requests, aiming to create a dynamic and transparent business environment that ensures investors and businesses feel secure in investing and developing their production and operations.

It is known that at the beginning of 2024, the Quang Tri Provincial People's Committee promptly issued Decision No. 410/QD-UBND on February 26, 2024, regarding the implementation of the Action Plan for Resolution No. 02/NQ-CP dated January 5, 2024, by the Government on key tasks and solutions to improve the business environment and enhance national competitiveness in 2024. The province's goal is to achieve a PCI score of 67.23 points or higher by 2025, ranking 30th out of 63 provinces and cities, placing it in the top 30 localities with the highest scores.
Currently, departments, sectors, and the People's Committees of districts, cities, and towns are actively following the 7 key tasks and solutions outlined in Resolution No. 02/NQ-CP, specifically: (1) Removing legal obstacles in implementing investment projects; (2) Improving the quality of reforming the list of conditional business sectors and business conditions; (3) Enhancing management efficiency, promoting the reform of specialized inspection activities for goods, and effectively implementing the National Single Window Portal; (4) Strengthening the application of information technology, interconnecting, and sharing data among government agencies to improve the efficiency of administrative procedures; (5) Increasing access to and absorption of capital for businesses; (6) Completing policies to promote business investment, production, and operations linked to innovation, digital transformation, green transition, and sustainable development; (7) Improving the quality of business development services.

Ready to embrace the investment wave
Quang Tri province is making strong efforts to transform and effectively leverage its existing potential, turning the local advantages into a stepping stone to attract both domestic and international investors in the near future. The province has conducted in-depth and thorough research, preparing the necessary foundations to capitalize on the incoming wave of investment.
Firstly, the province has conducted a comprehensive study and evaluation, and developed a local development planning strategy up to 2030 and 2050, which was approved by the Prime Minister in Decision No. 1737/QD-TTg on December 29, 2023. This strategy defines four strategic development goals and organizes the development space, including a structure with two key economic regions and four dynamic economic corridors. At the same time, the province is reviewing, updating, and completing relevant planning to establish a consistent, unified, and comprehensive legal framework, providing a foundation for attracting and implementing long-term investment projects.
Secondly, based on updates on global capital flow trends, Quang Tri province has issued a plan to guide its investment attraction strategy for the upcoming period under Decision No. 447/QD-UBND on March 16, 2023. This plan identifies key industries, sectors, projects, and partners to focus on in mobilizing resources for investment attraction. The province has also developed a list of priority projects for investment attraction in specific areas to facilitate investors in conducting research, surveys, and selecting investment opportunities. The investment attraction strategy is further detailed through annual investment promotion activities and tasks outlined in the Investment Promotion Program.
Thirdly, Quang Tri province has made efforts to allocate a budget to prepare the essential foundations that facilitate and support investment and business activities in the area. This includes improving the economic and social infrastructure system linked to human resource development, laying the groundwork to promote investment activities; aggressively and effectively implementing digital transformation across all three platforms; creating favorable conditions for investors and businesses to benefit from investment incentives and support in accordance with the Government's regulations; issuing local policies and incentives to support specific industries and sectors; and consistently assisting investors in handling administrative procedures, as well as implementing, constructing, and operating projects. The provincial leadership has also directed all levels, sectors, and the entire political system to work together, support investors, and resolve difficulties for enterprises.
Chairman of the Provincial People's Committee, Võ Văn Hưng, is confident that with strong efforts to improve the investment environment, establish favorable policies, and provide investment support, Quang Tri province will become one of the most attractive and promising destinations for both domestic and international investors in the near future.
The leaders of Quang Tri province are committed to always standing by and supporting investors, acting as a positive bridge. In particular, the province will continue to strengthen efforts to improve the investment environment, ensuring all conditions are in place for investors to access resources and turn their ideas into reality. The province aims to work together with investors to realize the goals set out in the Quang Tri Provincial Plan for the 2021-2030 period, with a vision for 2050, as approved by the Prime Minister.
Currently, the average time for processing business registration procedures in Quang Tri is 1.89 days, faster than the 3-day requirement set by the Enterprise Law. The time for collecting opinions during investment project approval has been reduced from 15 days to 10 working days. Additionally, the "No Waiting on Monday" model for certain administrative procedures in business registration has proven effective, enhancing the quality of administrative services and improving service delivery to organizations and individuals.
